Persistent Zero-Valuation Records

By Oran Jackson · Published May 18, 2026 Originally published on LinkedIn

Editorial clarification · October 24, 2026: Holder counts now use distinct numeric source Owner IDs, rather than an undocumented name-grouping method: 564 (2010), 560 (2017) and 538 (2024). The first overlap is 560/564 = 99.3%. Row and acreage totals are unchanged. Blank rows without Owner ID or Parcel ID are excluded; the 2010 value columns use the ($1,000) headers. Zero means both Estimated Value and Current Value are numerically zero in this calculation, with blanks treated as zero. This is a screening definition, not a finding that the property has no value.

Understanding AFIDA

The Agricultural Foreign Investment Disclosure Act (AFIDA) is a crucial federal disclosure system established to track foreign interests in U.S. agricultural land. Under AFIDA, foreign persons and entities are generally required to report their holdings and transactions of U.S. agricultural land to the USDA within 90 days of the transaction. This data is vital for Congress, researchers, journalists, and the public to understand the landscape of foreign ownership in U.S. agriculture.

The Research Question: New, Random, or Recurring?

Our analysis, conducted by AFIDAWatch, delves into a specific anomaly within the USDA AFIDA detailed holdings data: records where both the estimated value and current value are reported as $0. The central question guiding this review was: Are these zero-value records mostly new acquisitions, random data entries, or do they represent a recurring pattern tied to the same owners or entities over time?

The Numbers: A Persistent Pattern

A review of USDA AFIDA detailed holdings data for 2010, 2017, and 2024 reveals a surprisingly stable count of these zero-valuation records. A “zero-valuation record” is defined as a record where both Estimated Value and Current Value are reported as $0. The following table summarizes the headline results:

YearZero-Value RecordsAcresCountriesSource Owner IDs
2010686480,79548564
2017681471,90148560
2024657467,51448538

Note: The 2010 data was adjusted by multiplying dollar fields by 1,000 to align with the reporting units of 2017 and 2024.

The Persistence Finding

The most striking finding is the high degree of persistence within this group of zero-value records. Our analysis of owner-level overlap demonstrates this clearly:

This strong overlap suggests that this is not a new wave of zero-value acquisitions, but rather a persistent legacy or data-quality pattern involving many of the same owner/entity records.

Examples of Recurring Owners/Entities

To illustrate this persistence, here are a few examples of owners/entities that appeared in the 2024 zero-value set and were also present in earlier years:

It is important to reiterate that the inclusion of these entities here is solely to highlight the recurring nature of these data entries and does not imply any wrongdoing on their part.

Interpreting the Findings: What This May Mean

The persistence of these zero-valuation records may indicate several possibilities:

What This Does Not Mean

It is crucial to clarify what these findings do not signify:

Why This Matters

Reliable and accurate valuation data within AFIDA reports is paramount. These reports are critical resources used by policymakers in Congress, academic researchers, investigative journalists.

I used three different USDA reports the 2010 report the 2017 report the 2024 report eight year spacing on the reports. The data the website the video I used multiple AIs and back checking each on with the other the conclusion was the same.
